“INDIA-SCOPED READING (ordinary Indian passport; tourism): India is a Commonwealth member. India is absent from the named ninety-day arrival exemption country list on this page. Ordinary Indian passport holders need a visa to enter Rwanda for tourism. Indian nationals may obtain the entry visa upon arrival, or apply for an online visa / electronic visa via the Irembo government portal before travel. For Commonwealth nationals including India, visa fees are waived for a visit of 30 days; the permitted stay for that fee-waived tourism visit is up to 30 days. The visa fee is 0 us dollars for a single-entry electronic visa under the Commonwealth fee-waiver for a 30-day tourism visit. The general fee ceiling of 50 USD single entry / 70 USD multiple entry applies when the Commonwealth fee waiver does not; it is not collapsed into the India Commonwealth fee-waived primary. Visa on arrival remains a separate arrival pathway and is not collapsed into the published e-Visa availability answer as the only pathway.”
